Data of documented areas of organization activity and their reuse

Abstract: The article deals with the problem of documented areas’ re-use of organization activity. The purpose of data turnover, designed to stimulate economic growth, innovation, increase of transparency about policies, costs and administrative efficiency of management is revealed on the world experience. The fundamental questions of who and how one should dispose of data, describe and create a system of management, “digital profiles” of documented areas of activity and their relationships are established. The asymmetry of publication of the data by state bodies “without description, schemes, with empty data f les or other features”, with the latest competencies of “management”, “coordination”, “storage”, “processing and use” of what is essentially absent, or characterized by “bad data” is disclosed in the article.

The author analyses the characteristics of qualifications for use of modern technologies and organizational measures for dramatically improvement of productivity, value of recorded information and media, which are regarded as a whole, and constitute an asset, that confirms implementation of the work and the organization’s services. There is presentation of an adaptive model of these objects of documented information (documentation) of the organization’s Expert Committee, including segments of estimate of data tuple recombination, allowing to make not only the cost assessment of information resources of documentary fund, but also the risks in relation to the sole Executive body of the organization (Director, General Director) in the given article. It also describes the process of search and description of structured data, interrelated with the analysis of information resources of the organization’s documentary fund for their subsequent quantification.
